RFI Title: Building and Property Security Layout
Chester Metropolitan District (District) is soliciting information from potential bidders for a new security system including intrusion detection, access control, and video surveillance. The District is currently in the process of renovating their existing administrative and maintenance facility and will have the system installed during construction.
The District seeks information, including but not limited to layout and equipment, that will enable the District to efficiently secure their premises at 155 Wylie Street. The building includes the following areas: lobby, tellers, offices, conference room, and warehouse. All areas will need to be access controlled except the lobby which is open to the public. The site consists of: automated vehicle gates, open storage areas, and open sheds. The gates will require access control and the storage areas and sheds will require theft deterrence, which may include intrusion detection, video surveillance, or other means as determined by the Respondent. The proposed building layout and existing site plan is included as part of this package.
The Chester Metropolitan District will be turning off the Ammonia in the system beginning Thursday, February 1, 2019 and will run straight chlorine disinfection for approximately one month. This process helps to keep the system disinfected and reduce the chances of bacteriological growth in water lines with lower flows.
CMD personnel will begin flushing lines the week of February 4, 2019. Customers may see fire hydrants standing open – this is part of the process, and will be monitored by employees.
During this time, customers may also experience a stronger chlorine smell and/or taste in their tap water. This is normal, and the water is still safe to drink. If the water is allowed to stand in a glass for several minutes before drinking, the chlorine smell/taste will dissipate.

General Statement of Job Duties
Under regular supervision, reads and records meter readings on assigned route. Performs other customer service duties as required. Reports to the Meter Department Superintendent.

To better serve our customers, the Chester Metropolitan District is upgrading its facilities. This process is expected to take 4-6 months.
Both our lobby and drive-through will remain open while the renovation is in progress. Customers may also continue to pay their bills online, by mail, or through automatic draft.
In the coming weeks, CMD will also be expanding its payment options to include an upgraded online payment system and a pay-by-phone option.
